As ProSphere’s Chief Service Delivery Officer, Gary comes with over 35 years of industry experience focused on leadership and growth of IT Services businesses. His Penn State Engineering education and GE management training provided the base for a fruitful career. Gary has supported multiple government markets, including DoD, Federal Civilian, and the Intelligence community. His experience includes government and commercial industries within the U.S. and internationally. Gary has also supported large and small businesses in the industry, including CSRA, Oracle, and Lockheed Martin. Most recently, Gary was a principal at BITS, a successful VA T4NG SDVOSB, acquired by Cognosante. Gary will oversee ProSphere’s project portfolio focusing on service delivery excellence and customer satisfaction.

As Chief Strategy Officer and member of the Executive Leadership Team, Santo LaTores brings thought leadership in business and management to help implement ProSphere’s strategic vision, achieve continuing revenue growth, and mature the company’s capabilities as a growing mid-tier corporation. He has served in many senior executive positions in government contracting, commercial consulting, and federal government, including COO of Metters, Inc., Program Director at CSC’s Consulting Group, and executive at the U.S. Department of Transportation’s Volpe Center. Santo received his B.S. in Economics from Boston College and a Master of Public Administration degree from Northeastern University. He also teaches management strategy as an Adjunct Assistant Professor of Management at the University of Maryland University College.

As ProSphere’s Chief Growth Officer, Robert “Bob” Phoebus will focus on corporate growth and strategy to deliver on the company’s strategic plan. Prior to joining us, he served as CGO at KGS. With over 30 years of IT industry experience, he has served in executive and senior management positions in both private and public companies, notably STG, Nortel Government Solutions, SAID, and EDS. He has a record of developing winning strategies that have led to more than $5 billion in contract awards. Bob came to private industry following a 10-year military career in the U.S. Marine Corps and he holds a Bachelor of Science degree in Computer Science. His experience in business development and operations will be an asset to ProSphere’s business strategy and growth in the Federal Government market.

Shannon Hattersley

As Vice President of DoD Programs, Shannon is responsible for maintaining key accounts across the DoD space as well as identifying and pursuing opportunities for business growth. Previously, Shannon was the Senior Director of Business Development at Three Wire Systems, developing their go-to-market strategy and capture of new business for the Health and Human Solutions Division. Shannon was also a Director overseeing the development and implementation of VA’s Transition Assistance Program (TAP), with 400+ personnel at over 110 installations worldwide and a budget of $250M. Shannon received her BA from James Madison University.

As VP of Health IT Services, Thao will lead both service delivery and growth activities for the division. Thao previously worked for Northrop Grumman Health Solutions providing support to the Information Management/Information Technology (IM/IT) Division of the U.S. Department of Defense/Military Health System and eventually the Department of Veterans Affairs. Thao was with Northrup Grumman for over 13 years and was focused exclusively within the DoD and VA where she developed and cultivated extensive operational and domain expertise and was instrumental in the capture and optimization of new business. A proven entrepreneur, Thao started her own woman-owned small business in 2010, THAOINC, directly serving the VA, DOD, and DHA on multiple health IT programs. After she successfully grew THAOINC, she sold the company to Concept Plus in 2016.

Don Shea

As VP of VA Health Services, Don Shea leads client engagements and growth strategy over our VA accounts. He joined ProSphere in 2016 as the Director of Operations. In this capacity, he fortified client relationships while doubling revenues. Prior to ProSphere, Don has provided IT product and services solutions for our Veterans and Federal health agencies since 2005. After graduating from West Virginia University, he worked for the U.S. House of Representatives and then in the telecommunications, commercial, and wholesale markets in both sales and business operations.

Eric Hughes

As VP of Business Operations, Eric Hughes is responsible for ProSphere’s back office functions. He oversees the day-to-day operations of human resources, talent acquisition, accounting, contract administration, pricing, security, IT support, and facilities. Eric is a West Point graduate and served as an officer in the Army for over 20 years. Prior to joining ProSphere, Eric held progressive senior-level roles in operations management and quality engineering at Byers Engineering and QBE FIRST. Eric has an advanced degree in Industrial Engineering and Operations Research from Penn State.  He is a certified Lean Six Sigma Master Black Belt and was certified as a Project Management Professional (PMP) for 15 years.

Carleen Jarrett

As Director of Small Business Programs, Carleen Jarrett handles customer accounts and provides guidance on enhancing customer relationships. Her focus is on value proposition and service differentiation based on the understanding of the customer environment, including customer influences, decision-makers, and business challenges. Additionally, she creates and retains customer loyalty and preference by establishing rapport with the customer, planning and developing customer-focused programs, overseeing the resolution of customer concerns, and facilitating the delivery of goods or services to the customer. Carleen has a Master’s degree in Health Information Technology from George Mason University, and a Master Certificate in Leadership and Development from the University of Maryland.

Angie Gibson

As Director of Contracts, Angie Gibson oversees and manages government contracts with an emphasis on process improvements and government compliance.  Angie has more than two decades of experience managing government and commercial contracts for small-to-midsize companies in the D.C. area where she has played key roles in both resolving businesses challenges and implementing new initiatives. Angie is a graduate of George Washington University and holds designations as a Certified Professional Contracts Manager (CPCM) and Certified Federal Contracts Manager (CFCM) from the National Contracts Management Association (NCMA).

Carola is the Director of Human Resources & Benefits Management and joined the ProSphere Team in 2013. She brings over 16 years of progressive experience in human resources management, employee relations, operations management, account management, and strategic management. She received her MBA from Georgia Regents University and her BA from University of Applied Science, Kassel, Germany. She is SHRM-SCP and SPHR certified and a member of the Society for Human Resources Management.

Working closely with the executive team, Stephanie serves as the Director, Corporate Communications. Her focus is creating a strong communications plan, assisting the CEO in executive activities, such as community outreach programs, and developing the internal and external communications of the company. With more than 25 years of business experience in government contracting organizations such as MCI and Stanley Associations, her experience ranges proposal writing, contract management, business development, and customer relationships. As a small business owner, Stephanie is able to leverage her first-hand experience to help develop the ProSphere brand and create a platform that brings attention and awareness to our fast growing organization. Stephanie is a graduate of Old Dominion University with a BA, Public Relations.

Pamela Hensel

Pamela has worked at ProSphere since 2012. As Director of Quality Management & Special Projects, Pamela is focusing on quality and processes within ProSphere. She is continuously leading several ISO quality certification efforts at a time as well as the CMMI appraisal process. Prior to joining ProSphere, she worked as a Financial Analyst for both MCI Telecommunications and the National Guard Bureau. Pamela holds a BS degree in Accounting from George Mason University.

Mark Walker

Mark is ProSphere’s Controller and Treasurer. Mark has been with ProSphere since 2014 and previously was Chief Financial Officer of AISG, Inc. for 9 years. Mark is responsible for the Accounting Department as a whole and reports directly to the Chairman of the Board. Mark works closely with executive management for financial statements, contract margins, month-end and year-end close, corporate taxes, budgets, and analysis. Mark has been involved with accounting in government contracting since 2003 and has previously worked with multiple agencies within the Federal Government. Mark has a BBA from University of Texas at San Antonio.

Erik Rothwell

As Director of Technology, Erik brings over 20 years of knowledge and technical experience as a developer, enterprise architect, and systems engineer. He primarily focuses on identifying corporate technology needs, including emerging technologies, and then establishing and building essential technical Centers of Excellence around those needs to better serve ProSphere and its clients. He leads ProSphere’s Technology group that provides overarching technical expertise, training, and solutioning support to every business unit within ProSphere. Erik joined ProSphere in 2014 as the Technical Lead for VBMS-R before moving into a Director of Health IT role, and ultimately into his current position. Prior to joining ProSphere, Erik has led multiple large design and development efforts within the VA and DoD for Life Cycle Engineering and Scientific Research Corporation. He graduated from Presbyterian College with three bachelor’s degrees.

Srini Simhadri

As Director of Enterprise Services, Srini Simhadri oversees contracts related to Agile Systems Development and Maintenance, IT Operations, Cloud Migrations, and Data Architecture. Prior to ProSphere, Srini was with Arctic Slope Regional Corporation (ASRC) Federal. As a Program Manager, he managed multiple contracts related to Systems Development and Maintenance and Data Architecture. Srini has a Masters in Mechanical Engineering from Texas A&M.

As Director of VA Programs, Brandon is responsible for management of service delivery, customer relationship management, partner relations, and assisting with growth activities throughout the VA space.  Prior to joining ProSphere, Brandon held positions with Information Innovators Inc. and Salient CRGT in various Business Development, Capture, and Program Management capacities with a focus on Health related accounts, primarily VA.  Brandon has over 10 years of previous experience as a Federal Government contracting professional in the DoD and VA.  He holds Bachelor’s and Master’s degrees in Business Administration from Campbell University.

As Director of VA Programs, Geff is responsible for service delivery management, customer and partner relationships, and growing ProSphere’s VA account.  He has managed application development and sustainment contracts, defined and led Program Management Offices, and delivered Veterans Affairs IT healthcare work across multiple companies for close to 2 decades. Geff is a certified Project Management Professional (PMP) with a Bachelor’s degree in Computer Science from Allegheny College.
